Peter preached Jesus as Lord and Messiah for the crowd to repent/be baptized so they could be saved. Deciding to believe in Jesus is followed by repentance and baptism. We simultaneously believe and turn away from our old life while God gives us a new one. After this conversion experience, the very first thing God says to do is to be baptized. Baptism symbolizes the new life, the new creation God has given us.
